Our verdict

4.2out of 5

ElevenLabs offers the most natural voices and the broadest audio toolset in this category, with real Hindi support and INR billing via UPI. Creator at $22 a month is the sweet spot for most solo creators. Budget carefully for credits and only clone voices you own or have written consent for.

How this score works: the DevMixa score is research-based — we compare official pricing, features, documentation, support options, security and data policies, and public user feedback against other tools in the same category. It is not a hands-on test; tools we test ourselves are marked “Tested”.

What is ElevenLabs?

ElevenLabs is one of the best-known AI voice platforms, and this ElevenLabs text to speech pricing and review explains what you actually get for the money in October 2026. The company was founded in 2022 by Mati Staniszewski and Piotr Dąbkowski, is based in London, and now sells three product lines: ElevenCreative for creators, ElevenAgents for voice bots, and ElevenAPI for developers. For Indian YouTubers, edtech teams, ad agencies and SaaS founders, the real questions are simple. Does it sound natural in Hindi? What does it cost in rupees? And can you clone a voice without landing in legal trouble?

What ElevenLabs is and who it is for

At its core, ElevenLabs is text to speech: you paste a script, pick a voice, and download an MP3 or WAV. Around that core sits a long list of tools. There is cloning of voices, a voice library of community-shared voices, a voice changer that converts your own recording into another voice, sound effects from a text prompt, music generation, a dubbing studio that translates video into other languages, and Scribe for speech to text. Studio handles long-form work such as audiobook chapters and podcast scripts.

It suits faceless YouTube channels, course creators recording lessons in several languages, agencies producing ad voiceovers at volume, publishers turning articles into audio, and developers building call-centre bots. It is not the cheapest option for someone who needs five minutes of narration a month, and it is overkill for a team that only wants a basic screen reader.

Key features in practice

The model list matters because quality and language coverage depend on it. According to ElevenLabs' model docs, the newest model is Eleven v4, added in late September 2026, which covers 90+ languages and accepts up to 10,000 characters per request. Eleven v4 Turbo trades a little expressiveness for roughly 100 ms latency. Eleven v3 (70+ languages) is still available, alongside Multilingual v2 (29 languages) and Flash v2.5 (32 languages, about 75 ms latency) for real-time use.

  • Dubbing studio: upload a video, choose target languages, and review and edit the translated transcript before export. Starter and above can use it.
  • Speech to text Scribe: Scribe v2 transcribes 90+ languages with speaker labels for up to 32 voices, and a realtime version runs at about 150 ms.
  • Conversational AI agents: ElevenAgents lets you build phone or web voice agents with a knowledge base, tool calls and telephony integrations. The India page names Ozonetel, Exotel and Plivo as supported telephony providers and offers India data residency for regulated industries.
  • Sound effects and music: generate foley or background tracks from a prompt. Music has its own attribution rule on the free plan.
  • Voice changer: keep your timing and emotion but swap the voice, which helps when a script needs a particular delivery.

Does ElevenLabs support Hindi and Indian languages?

Yes. The models page lists Hindi and Tamil for Eleven v4, v4 Turbo, v3, Multilingual v2 and Flash v2.5. Bengali, Telugu, Marathi, Gujarati, Kannada, Malayalam, Punjabi, Odia, Assamese, Nepali, Sindhi and Urdu appear only under the v4 and v3 families, so pick the model before you judge a voice. The company's India page says its voices are tuned for Indian accents and code-switched speech, which matters for Hinglish scripts. In October 2025 ElevenLabs demonstrated voice cloning in 12 Indian languages at IIT Delhi.

One practical tip: Hindi output sounds best with a native Hindi voice from the library rather than an English voice reading Devanagari text.

ElevenLabs free plan limits

The free plan gives 10,000 credits a month. For speech generated on the website, one credit roughly equals one character, so that is about 10 minutes of speech according to the pricing page's comparison table. You also get 3 Studio projects and access to speech to text, sound effects, voice design and music.

The catches are important. The free plan has no commercial licence, so you cannot use the audio in monetised or client work. ElevenLabs' help centre says anything published from the free plan must credit ElevenLabs by putting "elevenlabs.io" or "11.ai" in the title. Instant voice cloning is not included. Free accounts can also be blocked by the abuse system if you use a VPN or share an IP with other free users, a common reason people see the tool refuse to generate audio.

ElevenLabs text to speech pricing and review: the plans

Here are the self-serve plans on the official pricing page (monthly billing, USD). Annual billing includes two free months, according to the billing docs.

PlanPriceCredits/monthWhat it adds
Free$010kNon-commercial, attribution required, 3 Studio projects
Starter$6/mo30kCommercial licence, instant voice cloning, dubbing studio, 20 Studio projects
Creator$22/mo121kProfessional voice cloning (one clone slot), more credits
Pro$99/mo600k192 kbps audio, 44.1 kHz PCM output via API, higher concurrency
Scale$299/mo1.8M3 seats, 3 professional voice clones
Business$990/mo6M10 seats, 10 professional voice clones, low-latency TTS from 5 cents a minute

Prices exclude taxes. Up to two months of unused credits roll over while you stay subscribed, but they are lost if you downgrade or cancel. Enterprise pricing is custom and adds custom SSO, DPA and SLA terms, plus BAAs for HIPAA customers.

ElevenLabs price in India

The help centre confirms that buyers located in India see the INR option automatically at checkout and can pay by UPI. There is no separate rupee price list on the site. Plans and features stay the same, and only the billing currency and payment methods change. Because the dollar prices exclude tax, the final rupee figure depends on the exchange rate and GST on the day you pay, so check the checkout screen for the current India rate before you subscribe. For most solo creators Creator is the sensible tier: roughly two hours of narration a month plus professional cloning.

ElevenLabs voice cloning: how to do it, and the consent rules

There are two kinds of clone. Instant Voice Cloning (Starter and above) needs about 1 to 2 minutes of clean audio; the docs say going beyond 3 minutes adds little. Professional Voice Cloning (Creator and above) trains on far longer recordings. The docs call 30 minutes the bare minimum and suggest two to three hours for the most accurate result.

  • Open Voices in the dashboard, click the plus icon and choose Instant Voice Clone.
  • Upload or record audio with no music, echo or background noise.
  • Name the voice, tick the box confirming you have the right and consent to clone it, and save.
  • For a professional clone, finish verification by reading the on-screen lines aloud, ideally on the same microphone you used for the samples.

The consent rules are stricter than many users expect. ElevenLabs' help centre states that a professional clone can only be made of your own voice, and even with someone's permission you cannot create one for them; they must make and verify it on their own account and then share it with you. For instant clones, the terms require you to hold every right needed for the audio you upload. The safety page says cloning of celebrity and other high-risk voices is blocked, the company follows the C2PA provenance standard, and a public AI Speech Classifier can tell whether a clip came from ElevenLabs. A public form lets anyone report content they believe was made with its tools. In India, cloning a person without permission can also raise personality-rights and IT Act issues, so get written consent for any client or talent voice.

ElevenLabs vs Murf

Murf is the closest rival for Indian business users. According to Murf's own site, it offers 200+ voices in 35+ languages, including Hindi, Tamil, Telugu, Malayalam, Kannada, Marathi, Gujarati, Punjabi and Bengali, with paid plans from $19/month (Creator) and $66/month (Business) billed annually. Its free plan includes 10 minutes of generation but no downloads.

ElevenLabs wins on emotional range, cloning quality, dubbing, sound effects and the developer API. Murf wins on its slide-style editor for corporate training videos, team collaboration and simpler per-seat pricing. If you are choosing between ElevenLabs vs Murf vs Play.ht, note that Play.ht was bought by Meta in 2025 and shut down at the end of that year, so it is not an option for new projects.

The ElevenLabs API for developers

The ElevenLabs API is a public REST and WebSocket API authenticated with an xi-api-key header, with official Python and JavaScript SDKs plus Android and Swift SDKs on GitHub. Single-use tokens let you call it from browser code without exposing your key. On the API pricing page, text to speech costs $0.08 per 1,000 characters on Eleven v4, v3 and Multilingual v2, and $0.04 on v4 Turbo and Flash. Scribe v2 transcription is $0.22 per hour, or $0.39 for the realtime version. The free tier allows 2 concurrent requests, rising to 5 on Creator and 10 on Pro, which is the limit most teams hit first.

Privacy, data and commercial use

Paid plans include a commercial licence, so audio made while subscribed can be used commercially even after you cancel, subject to the terms. Beta features are excluded from commercial use. The terms let ElevenLabs use your content to improve its models, but you can opt out from the Data use setting under Terms and Privacy in your account. The opt-out covers future training only. The privacy policy says voice data is kept no longer than three years after your last interaction. Monetised YouTube videos are fine on Starter or above as long as you own the script and any cloned voice rights.

Limitations

  • Credits disappear fast with long scripts and regenerations, and rerolls cost credits.
  • Some Indian languages need Eleven v3 or v4; older fast models cover only Hindi and Tamil.
  • Free accounts get flagged on shared or VPN IPs, and there is no fix except a paid plan or a new IP.
  • No INR price list on the website, so budgeting depends on exchange rates.

How to get started

Sign up free, open Text to Speech, choose Eleven v4, and test a 300-character Hindi or Hinglish paragraph with three library voices. If audio does not generate, check the status page, your remaining credits, and whether a VPN is on. When you are ready to publish, move to Starter for the licence, or Creator if you want a professional clone of your own voice.

Who should pay for ElevenLabs

For creators and developers who care about natural delivery, multilingual dubbing and a solid API, ElevenLabs is worth the Creator or Pro fee. Teams that only need clean corporate narration in Indian languages should trial Murf too before committing.

ElevenLabs FAQ

What is ElevenLabs used for?

ElevenLabs is used to turn text into natural speech, clone voices, dub videos into other languages, transcribe audio with Scribe and build voice agents. Creators use it for YouTube voiceovers, audiobooks and ads, while developers use the API for apps and call bots.

How much is the ElevenLabs Creator plan in India?

Creator costs $22 a month on the official pricing page, the same plan worldwide. Buyers located in India are charged in rupees at checkout and can pay by UPI, but ElevenLabs does not publish a fixed INR price. The rupee amount depends on the exchange rate and tax on billing day, so check the checkout screen.

How many characters are free on ElevenLabs?

The free plan gives 10,000 credits a month, which for website text to speech works out to roughly 10,000 characters or about 10 minutes of audio. Free output cannot be used commercially and must credit elevenlabs.io in the title when published.

How do I clone my voice in ElevenLabs?

Go to Voices, click the plus icon and choose Instant Voice Clone, then upload 1 to 2 minutes of clean audio, confirm you have the right and consent, and save. Instant cloning needs Starter or above. A Professional Voice Clone needs Creator or higher, at least 30 minutes of recordings, and a verification step where you read lines aloud.

Is ElevenLabs voice cloning legal and safe?

It is legal when you clone your own voice or a voice you hold full rights and consent for. ElevenLabs only allows professional clones of your own voice, blocks cloning of celebrity and other high-risk voices, and runs a public AI Speech Classifier for spotting its audio. Cloning someone without permission breaks its terms and can also raise personality-rights claims in India.

ElevenLabs vs Murf vs Play.ht: which is better?

ElevenLabs has the more expressive voices, stronger cloning and a deeper API, while Murf is easier for corporate training videos and covers 35+ languages including many Indian ones. Play.ht was bought by Meta in 2025 and shut down at the end of that year, so it is no longer an option for new work.

Does ElevenLabs support Hindi?

Yes. Hindi works on Eleven v4, v4 Turbo, v3, Multilingual v2 and Flash v2.5, and the voice library has native Hindi voices. The v4 and v3 families also cover Bengali, Telugu, Marathi, Tamil, Gujarati, Kannada, Malayalam, Punjabi, Odia and more.

Can I use ElevenLabs for YouTube monetization?

Yes, if the audio was made on a paid plan such as Starter or above, which includes a commercial licence. Free-plan audio is non-commercial only and must carry elevenlabs.io attribution, so it should not go on a monetised channel.

What are the best free ElevenLabs alternatives?

Murf has a free plan with 10 minutes of generation for testing, though downloads need a paid plan. The free system voices built into Windows, macOS and Android can handle basic narration, but none of them come close to ElevenLabs on cloning or emotional range.

Why is ElevenLabs not generating audio?

The usual causes are running out of credits, a free account flagged for unusual activity because of a VPN or shared IP, or an ongoing incident shown on status.elevenlabs.io. Text too long for the chosen model can also fail, so split long scripts or use Studio.
